Verification and recovery point

Fresh complete project discovery found no existing same-identity item. Each new issue was read back immediately after creation and all 16 were read back again after the complete graph existed. Comparisons verified title, full specification authority/body, Kind and Area labels, project/team, parent, exact milestone, Backlog status, native blockers and inverse blocking relations. Body comparison normalized only Linear's Markdown bullet/link serialization.

The provider-neutral validator passed after replacing proposed identities with actual provider IDs: five Stories, nine Tasks, eleven edges. No missing parent, milestone mismatch, future-iteration edge or cycle remains. All eight specification outcomes and 36 acceptance criteria retain delivery coverage.

Delivery handoff

IP-457 is the delivery Epic. create-plan must preserve all nine provider Task identities and native blocker edges. Initially unblocked Tasks are IP-463 (artifact obligations) and IP-470 (candidate topology); planning determines concrete write scopes, workers and validation details.

Preserve the specification's main-based branch intent, source-first reusable skill policy, authored-content protection, issue #181 candidate safety and issue #194 proof validation. The original #197 failure's exact cause remains a delivery verification target. The current scaffold check still cannot assess the repository because apps/api has an incomplete Quality Command Contract; no scaffold drift was established by that failure.

Requirements readiness and provider readiness are complete. This record is not implementation, runtime acceptance, merge or release evidence.
