Scope: IP-366 through IP-372, implementing shared trustworthy verification cache, exact candidate evidence, semantic release classification, complete artifacts, recoverable convergence, and dormant GitHub Free release authority.

Artifacts: implemented and ingested SPEC.md; active PLAN.md; ingested IMPLEMENTATION-NOTES.md; synchronized project runbook; complete route metadata.

Validation: after rebasing onto CLI 3.1.12, the final title inventory preserved 428 baseline titles and classified 442/442 protected and collected titles as 119 portable, 317 capability-keyed, and 6 fresh. The integrated CLI release suite passed 13 files/156 tests. The final authority/cache gate passed 4 files/37 tests/864 assertions; its exact task graph passed 18/18 and the corrected bounded multi-dry-run completed in 4.71 seconds. Final structured review exited 0 with no findings and confidence 0.99; final security review found no reachable Critical, High, or Medium issue while production remains literal-disabled. Wiki content, formatting, and diff hygiene passed.

Review/debug/docs state: implementation review and private docs ingest are complete. T13 same-repository cache/candidate evidence and the T14 non-mutating release guard remain pending the single feature-branch pull request. The recorded scaffold-authority failure was not bypassed.

UI Evidence: not applicable; no UI surface is in scope.

Next suggested route: create the single reviewed feature-branch pull request, retain T13/T14 runtime ids, and close T15 only after those gates pass.

Blockers: T16 is separately blocked and dormant. It lacks reviewed product intent, npm Trusted Publisher/workflow binding, reviewed Production provider configuration and protections, explicit activation authorization, script-free Production installation, removal of unused Vercel authority, durable release-tag namespace provenance/protection, and provider-backed proof. No provider mutation was performed.
