IP-320 Delivery Phase Handoff

• Branch/base: team/stefan/ip-320-effect-v4-boundaries must remain an open, draft, unmerged child of team/stefan/refactor-cli-architecture, never main.
• Static validation: CLI passed 258/258 tests, typecheck, and a 461-module build; declared protocol errors remain typed through generated baseline/telemetry endpoints, report/pack/tool errors remain typed, and one repository-check capability port owns that integration. Database passed 15 tests/typecheck and removed the merged dual-pool DatabaseLive; auth passed 22 tests/typecheck; API passed 82/82 tests/typecheck/build/runtime, including real built-start SIGINT/SIGTERM exactly-once disposal, zero import-time listeners, and dead StoreLive removal. Backoffice passed 53 tests/typecheck/build and eight browser cases. Scaffold passed 10 tests/typecheck with exact bytes preserved. The final five-contract gate passed 55/55 tests and 622 assertions; closeout passed 13 tests/53 assertions; the forced root run passed 15/15 tasks; root typecheck passed; root build passed with NEXT_PUBLIC_SERVER_URL=https://api.harness.localhost and direct safe wiki validation.
• Runtime evidence: API runtime-product validation passed, browser passed eight cases, and the packaged CLI built 461 modules into 2.16 MB. Final report repeat-session-057e8ae7-6030-4b9c-af16-6b6183fc4012 records two identical successful 15/15 runs and valid cleanup with no remaining resources. Instrumented report repeat-session-84db6230-2f47-4e72-a3bf-56c9c473c8e6 proved the earlier failed repeat was clean-checkpoint concurrency; no debug code remains.
• Review/docs state: Independent final API/database and CLI rereviews returned PASS. Findings-first corrections restored the immutable auth fixture, moved v4-only auth proof to testing support, corrected CLI feature dependency direction, deleted the backoffice shell pass-through alias, and hardened closeout source analysis. Private/internal docs ingest and bookkeeping are complete. All 13 immutable fixtures remain byte-identical to the live parent.
• Check boundary: check:repo is green. Full root check remains red on inherited/task lint and tooling debt, so this handoff does not claim it passed. Earlier exact lint counts were a pre-final-fix classification snapshot superseded by final fixes and rereviews. TypeScript has parent parity and root typecheck passes.
• UI evidence: no visual redesign. The required user-facing boundary was the existing eight-case authenticated browser contract, which passed.
• Linear state: IP-320 and IP-332 through IP-336 are Done.

• Stack evidence: stack status inferred the exact fan-out. stack sync --dry-run preserved it and required updates. stack sync created backup/stack-sync-2026-07-19T111449000Z-team/stefan/refactor-cli-architecture, then failed safely replaying parent commit 0e800522 (chore(scaffold): accept latest baseline); the cherry-pick was aborted, the original parent restored, the temporary branch deleted, and children remained unchanged. Post-status, topology, PR, and clean checks passed. No track, retarget, linearization, manual rebase/force-push, or merge occurred.
• Parent closeout route: commit and push this final docs evidence, then run one last stack sync --dry-run. Apply only if the preview preserves #76 as parent and #77-#83 as sibling children and requires changes; afterward repeat status, PR state/base, local/remote SHA, and clean-worktree verification.
• Blockers: no IP-320 implementation, review, runtime, docs, Linear, PR-state/base, or stack-topology blocker remains. Only the parent-owned final docs commit/push and post-doc stack gate remain.
